TEHRAN, October 11 - Oxfam International accuses EU leaders of pursuing policies that facilitate the abuse of refugees and the agency calls on them to provide safe routes for refugees wishing to enter the bloc. In a damning new report Oxfam says EU institutions and national governments in the bloc have created a fortress Europe for political gain.
