Tehran, YJC. Ardestani gives his evaluation of what counts for disagreements in Iran’s Vienna talks.

Bakhshayesh Ardestani in interview with Mosalas Online said "Mr. Obama and Mr. Rouhani
are presidents most willing to strike a comprehensive deal. Mr. Rouhani has
joined the diplomacy package with the economy one, interested that as sanctions
are revoked, economy may boom, bringing the country out of its standstill. Mr.
Obama in turn wants to leave a legacy, that is, to say that is was him who
prevented an Iran with nuclear weapons.”
He added "According to
the law, all international agreements and contracts have to be passed by the Majlis.
But the Rouhani administration bypassed the Majlis by calling the nuclear
agreements ‘initial joint action’ and ‘comprehensive joint action’, whereas the
reality of the job is what an agreement is. In this joint plan of action what the
government has relegated to the Majlis is the additional protocol to which the Majlis
may agree, regarding the situations, the time, and what has happened.”
Member of the National
Security and Foreign Policy Committee stated "The number of centrifuges, Arak
heavy water, the level of research and development in the nuclear program, the
type and time of sanctions revocation are some of the things that Iran and the
US seem to disagree on. Iran says that 20 thousand centrifuges have to be kept
active and then whatever was produced would be oxidized. In contrast the West keep
saying that there should be 4 thousand centrifuges. There is also disagreement
on Arak heavy water. They say the nature of the facilities should not be heavy
water, whereas Iran says that it has to remain heavy water while it will reduce
the amount of the produced plutonium.”
He further pointed out "The
Rouhani administration considers the right to enrichment and the removal of the
entire sanctions as two of its red lines in talks with the P5+1. The comprehensive
agreement between Iran and the Six Majors may be postponed to the second 6
months, but it seems that within the first month of the second 6-month term
agreement can be made.”
