Parliament starts debates on Rouhani's cabinet nominees

TEHRAN, August 15, YJC - Iran's parliament has started debates on President Hassan Rouhani’s picks for ministerial posts, who need the legislature’s vote of confidence to serve in the new cabinet.

Rouhani introduces cabinet nominees to ParliamentTEHRAN, Young Journalists Club (YJC) - The Tuesday session is headed by Parliament Speaker Ali Larijani and attended by majority of lawmakers.

All the 17 nominated ministers for President Rouhani’s second-term cabinet are present at the open session of parliament.

The nominees include:

Ministry of Communications and Information Technology: Mohammad Javad Azari Jahromi

Ministry of Intelligence: Seyyed Mahmoud Alavi

Ministry of Economy and Finance: Masoud Karbasian

Ministry of Foreign Affairs: Mohammad Javad Zarif

Ministry of Education: Seyyed Mohammad Bathaei

Ministry of Health and Medical Education: Seyyed Hassan Ghazizadeh Hashemi

Ministry of Cooperation, Labor and Social Welfare: Ali Rabei

Ministry of Agriculture: Ali Hojjati

Ministry of Justice: Seyyed Alireza Avaei

Ministry of Defense: Amir Hatami

Ministry of Roads and Urban Development: Abbas Akhoundi

Ministry of Industry, Mine and Trade: Mohammad Shariatmadari

Ministry of Culture and Islamic Guidance: Seyyed Abbas Salehi

Interior Ministry: Abdolreza Rahmani Fazli

Ministry of Petroleum: Bijan Namdar Zanganeh

Ministry of Energy: Habibollah Bitaraf

Ministry of Youth Affairs and Sports: Masoud Soltanifar

Rouhani’s proposed cabinet still lacks a nominee for the position of Minister of Science, Research and Technology.

President Rouhani then began speaking in defense of his cabinet appointees and introduced every single one of his proposed ministers.

About Minister of Education, Seyyed Mohammad Bathaei, President Rouhani noted his longtime experience at the ministry, his participation in the document of fundamental transformation of education, and his post as the head of the National Center for Strategic Supervision of the Planning and Budget Organization. He added that Bathaei has comprehensive plans for improving intellectual foundations of students’ lives based on ethics, religion, and the Iranian-Muslim identity.

About his proposed Minister of Communications and Information Technology, Mohammad Javad Azari Jahromi, President Rouhani noted his mastery in communications and cyberspace, saying his first request of Jahromi is the creation of 300,000 jobs in the field of cyberspace. Rouhani further stressed that cyberspace cannot be locked down.

About Minister of Intelligence, Seyyed Mahmoud Alavi, President Rouhani praised the role of ministry in foiling terrorist attacks, but voiced dissatisfaction at the behavior of intelligence officials toward other crimes. Rouhani added that his expectations of the Ministry of Intelligence during the 12th government is the implementation of the Constitution, observance of citizenship rights, more decisive measures against terrorist groups, active role in economic security, fighting corruption, and ensuring the active role of ethnic groups and minorities.

About Minister of Justice, Seyyed Alireza Avaei, President Rouhani described him a moderate during his post as Chief Justice of Tehran, calling on him to pursue human rights, citizenship rights, fighting corruption, and the legal and judicial issues of Iranians living abroad during his term as Minister of Justice.

About Minister of Foreign Affairs, Mohammad Javad Zarif, President Rouhani described him as pious and hardworking, and hailed his efforts during the nuclear negotiations as well as on regional issues, such as de-escalation of tension in the region and attracting foreign investment. Rouhani further stressed his administration’s resolve for preserving the nuclear deal.

About Minister of Health and Medical Education, Seyyed Hassan Ghazizadeh Hashemi, President Rouhani hailed his efforts for the health reform plan, and said he expected the minister to make efforts for reducing medical costs, and pursue the implementation of electronic health records and health tourism.

About Minister of Defense, Amir Hatami, President Rouhani noted his various posts in the Army and his full knowledge of the Ministry of Defense, calling on Hatami to make further efforts for production of certain weapons, particularly missiles, and create more activity in the field of defense diplomacy.

About Minister of Economy and Finance, Masoud Karbasian, President Rouhani hailed his efforts for establishing a customs electronic system that prevented corruption, calling on him to prioritize combating money laundering, reforming banking system, organizing taxing system, and improving insurance industry.

About Minister of Cooperation, Labor and Social Welfare, Ali Rabiei, President Rouhani praised his plans for job creation, deeming the issues of funds and health as the other top priorities of his ministry.

About Minister of Roads and Urban Development, Abbas Akhoundi, President Rouhani called on him to prioritize the housing department, development of roads and railways, investment in housing, safety in urbanism and environmental considerations.

About Minister of Industry, Mine and Trade, Mohammad Shariatmadari, President Rouhani described him as hardworking and humble, noting the priorities of his ministry as adapting trade and industrial policies to commercial advantages, increasing exports, a serious fight against corruption, making the trade system more transparent, and pursuing industrial policy and supporting the production of mineral products.

About Minister of Culture and Islamic Guidance, Seyyed Abbas Salehi, President Rouhani praised his knowledge of the cultural trends in the society, stressing that ‘subjective tastes’ must yield to the objective implementation of law. He further emphasized that monitoring artistic and cultural activities is the sole responsibility of the government and no other organization has any right to interfere in it.

About Minister of Agriculture, Ali Hojjati, President Rouhani hailed his efforts for self-sufficiency in wheat production, and his ministry’s plans for production of oil seeds. He called on Hojjati to increase agricultural productions, decrease water usage, and control the use of fertilizers and other chemicals in agriculture.

About Interior Minister, Abdolreza Rahmani Fazli, President Rouhani called on him to make efforts for strengthening national unity, and appoint women followers of Sunni Islam to various governmental positions. He further named developing border areas, combating trafficking and crisis management as other priorities of his ministry.

About Minister of Petroleum, Bijan Namdar Zanganeh, President Rouhani hailed his efforts on joint oilfields, self-sufficiency in production of gas and gasoline. Rouhani called on him to preserve Iran’s oil share at the global market, modernize oil industry, and prevent loss of capital.

In introduction of Minister of Energy, Habibollah Bitaraf, President Rouhani called on him to take more measures in terms of providing electricity and water and their transfer, as well as the issue of water rights in lakes and wetlands, Mehr reported.

About Minister of Youth Affairs and Sports, Masoud Soltanifar, President Rouhani expressed hope that parliament would consider his efforts for separating the Youth Affairs department from the Sports ministry.

President Rouhani further voiced hope that all his 17 nominated ministers would receive vote of confidence from the parliament.
