He asserted "The government of prudence and hope considers bringing change to Sistan and Baluchestan."
Rouhani added "The people of this province are the people who have protected the borders of our country throughout history.”
The face of Sistan and Baluchestan will change by the end of the 11th, he further said.
The president added "We do not have second-class citizens in this country, meritocracy rules this country."
"I'm pleased that in Sistan and Baluchestan, we have both Shia and Sunni governors,” he pointed out.
Mr. Rouhani also stated that his government does not discriminate between religious sects, ethnicities and sexes.
Sistan and Baluchestan has always been a land of brotherhood, unity, coexistence and kindness all throughout history.
Pointing to Iran's nuclear case he said "In these negotiations we will prove to the world that what has been previously said about Iran has been lies. Iran has not been, nor will be seeking nuclear weapons; but it will pursue the development of the technology with the help of God."
