According to Reuters, Macron claimed on Monday:
There is very clear evidence of war crimes. It is more or less clear that the Russian army is responsible for that.

The President of France added:
What happened in Bucha requires a new round of very clear sanctions and measures. He went on to say that the sanctions should target Russia's oil and coal industries.
